Two Chicago Police officers are being recommended for discipline after an investigation by the Civilian Office of Police Accountability (“COPA”) determined that the officers searched a 10-year-old boy and then detained him in handcuffs for 17 minutes. The police officers claimed that they were responding to a call of a young black male with a gun in the vicinity, but the COPA investigators noted that the police violated Chicago Police Department policy by continuing to detain the young boy after failing to find a weapon.
