Officers Marc Jarocki and Michael Kelly sat on desk duty for almost seven years while being investigated for a fight in a downtown parking garage allegedly started by the use of a racial slur. In late August, Chicago police superintendent David Brown moved to dismiss the officers on several allegations, including that they failed to come to the aid of a third officer at the scene and failed to call 911 or to notify anyone from the police department about the incident.
